Kia Motors America (Kia) is recalling certain 2013-2015 Optima and 2014-2015 Sorento vehicles previously recalled under recall 20V-519. Brake fluid may leak inside the Hydraulic Electronic Control Unit (HECU), possibly resulting in an electrical short.
Remedy
Owners are advised to park outside and away from other vehicles and structures until the recall repair is completed. Dealers will install a new multi-fuse, and inspect the HECU for leaks, replacing the HECU if necessary, free of charge. Owner notification letters were mailed on July 2, 2021. This recall supersedes previous NHTSA recall number 20V-519. Owners may contact Kia customer service at 1-800-333-4542. Kia’s number for this recall is SC212.

This bulletin supersedes SC197 and provides the procedure to inspect, and, if necessary, replace the Hydraulic Electronic Control Unit (HECU) on some 2013-2015MY Optima (QF) vehicles produced from July 12, 2013 through October 2, 2015 and some 2014-2015MY Sorento (XMa) vehicles produced from June 17, 2013 through December 11, 2014. In addition, this bulletin provides the procedure to replace the Multi-Fuse in the above referenced vehicles. Brake fluid may leak internally inside the Hydraulic Electronic Control Unit (HECU) which, over time, can result in an electrical short. An electrical short in the HECU increases the risk of an engine compartment fire.
Dealers are to have technicians measure the Anti-Lock Brake System (ABS) circuit in the fuse box for parasitic current draw and inspect HECU connnection (male and female connector) for any signs of suspected thermal damage (melt, burn, oil leakage, etc.) If the current draw is >70uA, the HECU assembly is to be replaced due to possible internal damage caused by an internal fluid leak. Before conducting the procedure, verify that the vehicle is included in the list of affected VINs.

A Techline case number is required for all part orders to confirm the actual microamp draw is present at time of vehicle inspection prior to the part order.

IMPORTANT
This test procedure must be performed with the ignition ‘OFF’. (DO NOT ‘START’ the engine at any time during the test procedure
- Use the SST Multimeter to measure the parasitic current draw only (Do not use for any other purposes). Ensure the SST has a good 9V battery installed.
- Parasitic draw must be measured for at least 15 seconds, in order to record a constant value.
Setting the SST Multimeter:
1. Connect two (2) lead wires (red and black) to the SST.
Black Ground (-) lead wire; connect to COM
Positive (+) lead wire; connect to VΩmA.
2. Turn the selection knob to the right and set it to 200uA.
Test Procedure:
1. Open the hood and disconnect the negative (-) battery terminal (A).
2. Remove the fuse box cover (B).
3. Locate the Multi Fuse (C) ESC1 for (QF) Optima or ABS2 for (XMa) Sorento 40A in the fuse box.
4. Loosen the 10mm Multi Fuse retaining nut (D) and remove the Multi Fuse.
Optima (QF) ONLY, remove the nut cover first.
Sorento (XMA) ONLY, after removing the fuse, re-attach the 12VDC cable to the fuse box, and temporarily re-install the Multi Fuse 10mm nut.
5. Reconnect the negative (-) battery terminal.
6a. Using the two (2) SST Multimeter jumper leads, carefully contact the ‘black’ lead to the ‘ESC1’ (QF) or ‘ABS2’ (XMa) fuse terminal and the ‘red’ lead to the fuse box ‘Positive’ (E) post.
6b. Measure the Multimeter value/reading for at least 15 seconds.
Note: The current draw value must stay constant.
CAUTION
DO NOT damage the terminals.
If current draw value is OVER 70uA or 0.070mA, open a Techline case and attach a picture of the meter reading for review prior to part order. All part orders are on manual allocation.
Replace the Hydraulic Electronic Control unit (HECU) by referring to the “Brake System → ESC (Electronic Stability Control) System → ESC Control Module → Repair procedures” chapter in the applicable Shop Manual on KGIS.
Replace the Multi-Fuse with the one from the Service Kit by referring to the “Body Electrical → Fuses And Relays → Relay Box (Engine compartment) → Repair procedures → Multi Fuse” chapter in the applicable Shop Manual on KGIS.
6c. If current draw value is BELOW 70uA or 0.070mA, replace the Multi-Fuse with the one supplied in the Service Kit by referring to the “Body Electrical → Fuses And Relays → Relay Box (Engine compartment) → Repair procedures → Multi Fuse” chapter in the applicable Shop Manual on KGIS.
Note: Drill a hole through the center of the removed fuse(s) and discard. DO NOT reuse.
IMPORTANT
The inspection on step 7 must be performed after current draw test.
7. Disconnect the HECU connector and inspect the inside of the connector with good lighting for signs of thermal damage at both terminals.
If the wire harness has suspected signs of thermal damage as shown, open a Techline case and attach a picture of the damaged connector and hold for further assistance.

8. Replace the fuse box cover with the Upper
9. Reinstall the removed parts in the reverse order of removal.

Q1. What type of campaign is Kia conducting?
Kia America, Inc., pursuant to the National Traffic and Motor Vehicle Safety Act, is conducting a Safety Recall Campaign to inspect and replace, if necessary, the HECU assembly on certain 2013-2015 MY Optima and 2014-2015 MY Sorento vehicles. In addition, a new multi-fuse will be installed.
Q2. What vehicles are affected by the recall?
Certain 2013-2015 MY Kia Optima vehicles manufactured from July 12, 2013 through October 2, 2015 and certain 2014-2015 MY Kia Sorento vehicles manufactured from June 17, 2013 through December 11, 2014 at Kia Georgia.
Q3. How many customer vehicles are affected by this recall?
Approximately 156,567 Sorento vehicles and 283,803 Optima vehicles are affected by this recall.
Q4. What is the concern with the Hydraulic Electronic Control Unit (HECU)?
Due to a suspected supplier quality deviation issue, brake fluid may leak internally inside the Hydraulic Electronic Control Unit (HECU) which, over time, can result in an electrical short circuit. An electrical short circuit in the HECU increases the risk of an engine compartment fire while parked or driving. A fire increases the risk of injury.
Q5. Can you describe the recall campaign and fix?
Dealers will inspect the HECU for leaking brake fluid. If brake fluid is leaking, the HECU will be replaced with a new one. In addition, a new multi-fuse will be installed, which contains a 30-ampere fuse instead of a 40-ampere fuse for the HECU circuit, to prevent an over-current condition in the HECU’s electrical circuit board and mitigate the risk of a fire caused by an internal electrical short circuit.
Q6. How will owners of the affected vehicles be notified?
Kia will notify owners of the affected vehicles by first class mail beginning on July 2, 2021.
Q7. What should vehicle owners do when they receive the notification?
Upon receipt of the notification letter, owners are to contact their authorized Kia dealer to arrange for the inspection, and if necessary, HECU replacement to be performed. Owners are to park their vehicles outdoors and away from other vehicles or structures until the recall is performed.
Q8. Should the owner still have this recall completed if the owner already had the recall remedy identified in the 20V159 completed?
Yes. Since the mailing of the owner letter last October 2020, Kia has been working to enhance the HECU’s protection against an over-current condition in the HECU’s electrical circuit board and mitigate the risk of a fire caused by an internal electrical short circuit. This enhanced remedy (a new multi-fuse) will be installed in the vehicle as part of this recall.
Q9. How was the issue discovered?
Through the regular monitoring of field information.
Q10. Will this cost vehicle owners any money?
No. Kia will perform the recall repair at no cost to the customer.
Q11. What about customers who may have already paid to have this situation corrected?
If the customer has incurred expense to remedy this issue prior to the date of this notice, the customer may have the opportunity to obtain reimbursement for that expense. Customers may submit their receipts online to Kia via the

The actual time required to perform the repair will be approximately 2 to 3 hours. However, the vehicle may be needed longer. It is recommended that owners schedule a service appointment to minimize inconvenience. Owners can also contact their authorized Kia dealer for an exact estimate of how long they may need the vehicle. (Most Kia dealers have online appointment scheduling via their dealership websites to maximize convenience.)

Sorento to a Kia dealer to have the Hydraulic Electronic Control Unit (HECU) in their vehicle inspected for leaking brake fluid and, if necessary, replaced with a new one as part of safety recall 20V519.
November 2020-March 2021
Following notification to customers of safety recall 20V519, Kia Motors Corporation (KMC) begins to consider alternative solutions to enhance the HECU’s protection against significant overcurrent and subsequent shorting that could result in a fire. KMC develops new HECU multi-fuse with a lower amperage rating and conducts duplication testing to confirm effectiveness in mitigating the potential for fire due to an electrical short circuit.

May 4, 2021
KMNA decides to conduct a new recall involving the vehicles identified in safety recall 20V519 to notify owners of the enhanced remedy, including owners that previously had the 20V519 recall repair completed.
Six (6) Optima and two (2) Sorento alleged fire related customer complaints (i.e., isolated melting) and no fatalities, injuries or crashes were previously reported at the time original recall (20V519) was filed. One (1) dealer report of isolated melting in an Optima vehicle following completion of the 20V-519 recall remedy. No fatalities, injuries or crashes in the subject vehicles.

Non-crash Vehicle Fires

In a letter dated June 11, 2018, the Center for Auto Safety (CAS) petitioned the National Highway Traffic Safety Administration (NHTSA) to initiate a safety defect investigation into non-collision related fires on model year (MY) 2011-2014 Kia Optima and Sorento, and Hyundai Sonata and Santa Fe vehicles. In a letter dated July 24, 2018, CAS requested that MY 2010-2015 Kia Soul vehicles be added to the petition. CAS stated that there is a higher number of complaints to NHTSA regarding non-crash fires on these vehicles compared to other similar vehicles. The Office of Defects Investigation (ODI) had already opened a Recall Query (RQ17-003) on all Kia vehicles equipped with Theta II engines for engine failures that may cause stalling and fires. The query covers most of the petition subject Optima and Sorento vehicles but not any of the subject Soul vehicles.
On August 21, 2018, ODI opened a Defect Petition (DP18-003) to evaluate whether to grant or deny the CAS petition. ODI sent Information Request letters to Kia (September and October 2018) requesting information on all engine and non-engine related fires in the petition Kia vehicles. ODI performed extensive analysis on the information obtained from Kia. During the DP18-003 analysis, Kia initiated three additional safety recalls related to engine compartment fires on certain petitioned and non-petitioned vehicles (nearly 500,000 total vehicles: Recalls 18V-907, 19V-101, and 19V-120). Based on ODI’s review of the applicable materials, including responses to Information Requests sent to multiple manufacturers, Vehicle Owner Questionnaires (VOQ), and Early Warning Data, NHTSA has decided to grant the petition.
The petition is hereby granted. A Preliminary Evaluation has been opened to assess the scope, frequency, and potential safety-related consequences of alleged defects relating to non-collision vehicle fires in the 2011-2014 Kia Optima, 2011-2014 Kia Sorento, and 2010-2015 Kia Soul. While prior recalls of vehicles covered by this PE have primarily related to engine fires, NHTSA’s Preliminary Evaluation is not limited to engine components and may cover additional vehicle systems or components as well.
