Summary
Kia Motors America (Kia) is recalling certain 2015-2016 Kia Soul Electric Vehicle (EV) vehicles. The parking mechanism may become damaged if the driver moves the gear shift lever into Park ‘P’ before the vehicle comes to a complete stop. If the parking mechanism is damaged, unintended vehicle movement may occur when the gear shift lever is in the Park ‘P’ position and the parking brake is not applied.
Remedy
Kia will notify owners, and dealers will update the electronic control unit software, free of charge. The recall began August 7, 2020. Owners may contact Kia customer service at 1-800-333-4542. Kia’s number for this recall is SC191.

Kia has identified a defect in your vehicle, which relates to motor vehicle safety.
This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. Kia Motors has decided that a defect, which relates to motor vehicle safety exists in the 2015-2016 MY Kia Soul Electric Vehicles. The defect can result in unintended vehicle movement, even though the gear shift lever is in the “P” (Park) position, thus increasing the risk of a crash. Our records indicate that you own or lease one of the potentially affected vehicles.
What Is The Problem?
If the driver moves the gear shift lever into “P” (Park) prior to coming to a complete stop, the vehicle’s parking mechanism can be damaged. If the parking mechanism is damaged, even though the gear shift lever is in the “P” (Park) position, unintended vehicle movement may occur when the vehicle is left unattended and the parking brake is not used. Unintended vehicle movement can increase the risk of a crash.
Kia will update the Electronic Control Unit software for the Electronic Parking Brake Logic.
Kia has advised its authorized dealers to update the Electronic Control Unit software for the
Electronic Parking Brake logic so that the electronic parking brake automatically activates when the POWER button is turned OFF and the gear shift lever is in the “P” position. The work will be performed at Kia’s expense at no cost to you.
What Should You Do?
- When parking the vehicle, make sure to engage the parking brake in accordance with the instructions contained in your owner’s manual.
- In the interest of the safety of your passengers, as well as your own safety, please immediately contact your Kia dealer to arrange for the recall repair to be conducted. SUBJECT: ELECTRONIC PARKING BRAKE (EPB) LOGIC IMPROVEMENT (SC191) |
This bulletin provides the procedure to improve the logic of the Electronic Parking Brake (EPB) system on 2015-2016MY Soul EV (PS EV) vehicles, produced from July 15, 2014 through June 24, 2016. If the driver moves the gear shift lever into “P” (Park) prior to coming to a complete stop, the vehicle’s parking mechanism can be damaged. If the parking mechanism is damaged, even though the gear shift lever is in the “P” (Park) position, unintended vehicle movement may occur when the parking brake is not used. With the updated software logic, the EPB will automatically activate if the POWER button is turned OFF and the gear shift lever is in ‘P’ (Park) position.
Apply this improved logic to the EPB system using the KDS ECU Upgrade function as described in this bulletin. For confirmation that the latest reflash has been applied to a vehicle you are working on, verify the ROM ID using the table on page 2 of this bulletin. Before conducting the procedure, verify that the vehicle is included in the list of affected VINs.
NOTICE
There is no charge to the vehicle owner for this repair. Under applicable law, you may not sell or otherwise deliver any affected vehicle until it has been repaired pursuant to the procedures set forth in this bulletin.
NOTICE
To assure complete customer satisfaction, always remember to refer to WebDCS Warranty Coverage (validation) Inquiry Screen (Service → Warranty Coverage → Warranty Coverage Inquiry) for a list of any additional campaigns that may need to be performed on the vehicle before returning it to the customer.

NOTICE
- A fully charged battery is necessary before ECU upgrade can take place. It is recommended that a battery charger is used in ECU mode during the reflashing or the use of a fully charged jump starter box connected to the battery.
- Be careful not to disconnect the VCI-II connected to the vehicle during the ECU upgrade procedure.
- When the ECU upgrade is completed, turn the ignition ‘OFF’ and wait 10 seconds before starting the engine.
- ONLY use approved ECU upgrade software designated for the correct model and model year.
NOTICE
It is recommended to ALWAYS check the Electronic Parts Catalog (EPC) to locate the ECU Part Number respective to Auto/Manual Mode ROM IDs. DO NOT reference the parts label affixed to the ECU.
NOTICE
Before attempting an ECU upgrade on any Kia model, make sure to first determine whether the particular model is equipped with an immobilizer security system. Failure to follow proper procedures may cause the PCM to become inoperative after the upgrade and any claims associated with this repair may be subject to chargeback.

To verify the vehicle is affected, be sure to check the Calibration Identification of the vehicle’s ECM ROM ID and reference the Information Table as necessary.
NOTICE
Prior to performing the ECU upgrade, be sure to check that the KDS is fully charged.
1. Connect the VCI-II to the OBD-II connector, located under the driver’s side of the instrument panel.
NOTICE
The ECU upgrade function on KDS operates wirelessly. It is not necessary to perform the upgrade via USB cable.
2. With the ignition ON, turn ON the KDS tablet. Select KDS from the home screen.
3. Confirm communication with VCI (A) and then configure the vehicle (B) using the AUTO VIN (C) feature.
4. Select ECU Upgrade.
5. The KDS will check the server for recently uploaded Events and then automatically download Upgrade Event #295 (PS EV).
NOTICE
The vehicle must be identified in Vehicle Selection to download an Event for that vehicle.
6. Select Auto Mode.
CAUTION
Do NOT attempt to perform a Manual Mode upgrade UNLESS Auto Mode fails. Always follow the instructions given on the KDS in either Auto or Manual mode.
7. Select the EPB system under the System selection menu.
Touch ID Check (D) and confirm that the latest update is available.
Select Upgrade Event #295 and select Upgrade to continue.
8. The ECU upgrade will begin and the progress of the upgrade will appear on the bar graph. Upgrade part (1/2) (E) will download the upgrade event to the VCIII. Upgrade part (2/2) (F) will upgrade the ECU.
CAUTION
Do not touch the system buttons (like ‘Back’, ‘Home’, ‘etc.’) while performing ECU Upgrade.
9. If a “Communication Fail” screen appears, verify that the VCI-II and KDS are communicating properly. Touch OK and restart the procedure from step 4.
NOTICE
If an error notice continues to appear or if the upgrade cannot be performed, DO NOT disconnect the KDS/VCI-II. Contact GIT America Help Desk at (888) 542-4371 or Techline.
10. When instructed on the KDS, turn the ignition OFF for ten (10) seconds then back on. Touch OK to continue.
11. Once the upgrade is complete, touch OK to finalize the procedure.
12. When prompted, select YES to check for Diagnostic Trouble Codes (DTC) and erase any DTCs stored such as EPS, ESC, and TPMS that may have been set during the upgrade.
13. Start the engine to confirm proper operation of the vehicle.
Manual Upgrade Procedure:
NOTICE
The manual upgrade should ONLY be performed if the automatic upgrade fails.
If the automatic upgrade fails, turn the ignition OFF for about 10 seconds then place it back in the ON position to reset the control unit BEFORE performing manual upgrade.

April 20, 2020 | Kia Motors America, Inc. (KMA) receives customer complaint alleging 2016MY Soul EV rolled backwards and hit a pole after placing vehicle in Park. KMA contacts dealer on April 23, 2020 and dealer advises unable to duplicate roll condition while in Park.

May 12-15, 2020 | KMA begins evaluation of field data to identify existence of similar vehicle roll while in Park complaints involving the 2016MY Soul EV. KMA identifies 11 complaints over a 3-year period of vehicle rolling while in Park. 8 of 11 customer complaints could not be duplicated by dealer. KMA provides field information to KMC.

June 26, 2020 | As a precautionary measure, KMC decides to conduct a recall of the 2015-2016MY Soul EV. Four (4) Soul EV 2015MY and twelve (12) Soul EV 2016MY customer complaints. No known injuries related to this condition.

What is J2534?
A single set of programming hardware consists of personal computer(PC), standard interface to a device driver and an interface hardware that connects between PC and a programmable ECU of vehicle.
